The Below Market Rate Program helps low-to-moderate-income households qualify to become homeowners. 

As a third-party administrator, People’s Self-Help Housing contracts with outside agencies to provide income certifications and homebuyer education for below-market rate homeownership programs.

People’s Self-Help Housing has been proud to partner with a number of municipalities including:
• City of Marina (ACTIVE – NOW SELLING)
• City of Pismo Beach (closed)
• City of Atascadero (closed)
• County of San Luis Obispo (closed)
