
Santa Barbara County Properties
We know that applying for housing can be a frustrating and lengthy procedure. Sometimes it can take years to reach the top of the wait list, but please know that we will process your application fairly and treat you and your time with respect. Here’s what to expect, and how you can help us manage your application as quickly as possible and stay in touch with you:
- Depending on the property, different federal agencies regulate the process. This is why there are different income and rent requirements for each property.
- You can submit your application by mail or online. If you submit a paper application, please send a separate application to each property you are interested in. Your application will be processed within 2-3 weeks.
- If you are applying on online, when you click ‘Apply’, you will be taken to a 3rd party website called RentCafe. You do not have to complete the application all in one go, but until you do, you will receive several email reminders that the application is incomplete. Once complete, you will be automatically added to the waitlist. If you have any technical difficulties, please contact communications@pshhc.org for support.
- Whether you apply by mail or online, when a vacancy comes up, you will be contacted directly. For this reason, if your phone number or address changes, you must contact each property you have applied to. If we can’t reach you, the property manager will contact the next person on the list.
- Every year, we ask people to reconfirm that they wish to remain on the waiting list. This is done by letter between January and March. Again, this is why each property needs know if your contact information changes. If we don’t hear from you, you will be removed from the waiting list.
- If you contact a Property Manager, you can expect to receive a response by the end of the business week. If you have not heard after 5 business days, please contact communications@pshhc.org.
CARPINTERIA
Casas de las Flores
Housing for Individuals & Families
Casas de las Flores opened in October 2015. The property features 43 units with three equipped with accessibility features. The beautiful property consists of one-, two- and three-bedroom units and boasts mountain views with easy access to public transportation and nearby Carpinteria State Beach. The property includes a community room, community kitchen, and a learning center with computer room. Other amenities include laundry facilities, large and colorful playground, walking paths, and drought tolerant landscaping
Chapel Court
Housing for Farmworkers
Chapel Court is an affordable housing complex for farm workers and was sponsored by St. Joseph’s Catholic Church. There are currently 28 units consisting of eight buildings, four of which have four 3-bedroom units, while the other four have three 3-bedroom units.
Dahlia Court
Housing for Families & Farmworkers
Dahlia Court Apartments features 54 units. This development was purchased in 1999, and underwent extensive rehabilitation in 2001. Dahlia Court shares special space for the provision of health screening services. a community room with kitchen and a learning center with the Dahlia Court II complex. Other amenities include a laundry facility and ample green space with playground equipment.

Workforce Housing for Individuals, Families & Farmworkers
These apartments are funded with a combination of funds from federal, state, and local agencies, to create affordable housing for households whose annual household income falls at or below the very low income level for the area. All units are equipped with a refrigerator, gas stove, window coverings, and carpet in the bedrooms. Amenities include on-site laundry facilities, community room with kitchen for events, gatherings and meetings, as well as health screening facilities and a learning center.

Casas de los Carneros Apartments
Housing for Individuals & Families
Completed in 2018, this 70-unit neighborhood is part of The Village at Los Carneros Master Plan development. CDLC residents enjoy and utilize amenities such as a community center, learning center, community gardens, outdoor recreation space, playground, half basketball court and laundry facilities.
Ellwood Apartments
Housing for Families & Farmworkers
This development was completed November 2006. It provides eight new permanently affordable apartments in Goleta. The one and two-bedroom units vary from about 580 to 900 square feet in size. The complex includes a laundry facility and is located near public transportation routes, shopping areas and Girsh Park recreational area.
Isla Vista Apartments
Housing for Families & Farmworkers
Isla Vista Apartments is a 56-unit rental complex located in close proximity to the University of Santa Barbara. It consists of one-, two- and three-bedroom apartments. Purchased in 2001 the site underwent an initial rehab in 2002 and then a major rehab in 2021/2022. Property amenities include a community room with kitchen, laundry facilities, enclosed security gates, and beautiful landscaping. Residents receive supportive services through local area health and education collaborations.
Storke Ranch Apartments
Housing for Families
These 36 affordable family rental units are part of the Storke Ranch Master Planned Community, which offers extensive open space and recreational facilities, including tennis courts and swimming pools. Completed in 1999, the development features a community building with kitchen area and laundry facilities. It also provides space for after school activities, educational, and social services programs. The community room was named to honor Lisa Capps, late daughter of Congresswoman Lois Capps.
Villa La Esperanza
Housing for Families
Villa la Esperanza in Goleta offers 83 affordable units that vary in sizes from studios to five bedrooms. The property provides residents with a community center and kitchen, onsite laundry facilities, playgrounds, communal barbeque areas, and a Learning Center with afterschool programming for students. Villa la Esperanza is also furnished with many energy-saving features, including synthetic turf, “smart” water controls, drip irrigation, and energy-saving LED fixtures.

Guadalupe Court
Housing for Farmworkers
This three-acre development was transformed into a community with 38 rental units for farmworkers. The property has an outdoor courtyard, barbecue area, innovative play area and community center with a computer lab.
River View Townhomes
Housing for Families & Farmworkers
Completed in 2004, River View Townhomes is an attractive, permanently affordable rental community consisting of 80 units adjacent to River View Estates (a 50-home PSHH owner-builder development) in Guadalupe. This townhome community includes a 5,000-square-foot community center with kitchen, large and small meeting rooms for events and gatherings, health clinic space, and a 5,000 sq. ft. learning center. Generous out door recreation and green space, playgrounds and a large bar-b-q area/patio invite residents to engage, socialize and build community. All site amenities are accessible to families residing at River View Townhomes and River View Estates.
LOMPOC
College Park Apartments
Housing for Families
This 35-unit development features on-site laundry facilities, recreational space, on-site parking, community room and playground. This complex was originally developed by the Lompoc Housing CDC and changed management, and subsequently ownership, in 2011. This site hosts a head start program through a partner agency.

Mariposa Townhomes
Housing for Families & Farmworkers
Located on over 18 acres, with nearly 10 acres of beautiful open-space, this development consists of 80 two-, three-, and four-bedroom units constructed in townhouse style. Completed in 2000, all townhomes feature back patios, and garages. The spacious multi-purpose recreation building includes a community room, fully equipped kitchen, and laundry facilities. Educational, enrichment, and social services programs take place in the community building. The development provides extensive recreational amenities such as playgrounds, baseball fields, a basketball court, a community garden, and several separate outdoor picnic areas.
SANTA BARBARA
Casas las Granadas

Casas las Granadas was completed December 2007 and provides 12 new, permanently affordable one-bedroom rental units set aside for “downtown workers”. The apartments range in size from 485 to 575 square feet, and especially benefit resident who may not have a car.
The development’s downtown convenient location, across from the Santa Barbara public library, and adjacent to the County Courthouse, is only half a block from State Street and within walking distance to major transportation. Casas las Granadas was designed to complement the downtown street scape by featuring Spanish style architectural elements.
Heath House
Housing for Formerly Homeless Women
Historic Heath House, near downtown Santa Barbara, previously served as a hospice home for AIDS patients. It had fallen into disrepair prior to PSHH purchasing the property in 2020, which led to a great opportunity to restore and extensively rehabilitate the cherished community landmark.
The two-story, 2,500 square-foot Heath House provides seven bedrooms, five-bathrooms, multiple common areas, and a shared kitchen and dining room. Building on the considerable success of its programming at the nearby Victoria Hotel, and in Ventura the historic El Patio Hotel, PSHH additionally offers onsite supportive services to all its residents.
Jardin de las Rosas
Housing for Individuals & Families
Completed in 2018, Jardin de las Rosas features 40 affordable rental units located near downtown Santa Barbara and consists of one-, two-, and three-bedroom units plus the Michael Towbes Community Center and the Jeanette Duncan Learning Center, which offer supportive services like educational programs for children and workforce preparedness for adults. Jardin de las Rosas also has a multi-purpose room, staff offices and an interior courtyard with tot lot, playground and a beautiful 60-foot-wide mural by local artists.
Ladera Street Apartments
Housing for Families
In March 1999, the “Milagro de Ladera” apartment complex was transformed into a beautiful and affordable residential community. Children enjoy a fully landscaped courtyard with playground equipment, a basketball court and rose gardens. A new community room provides a convenient place for after-school programs, recreational activities, adult educational and enrichment programs.
Talents and artistry were discovered during rehabilitation of the complex. All residents have access to financial literacy, ESL, youth education, and supportive housing programs.
St. Vincent’s Garden
Housing for Families
Managed by People’s Self-Help Housing, this 75-unit affordable rental housing development features units varying in size from two to four bedrooms.
Victoria Hotel
Housing for Single Room Occupants
The City of Santa Barbara approached PSHH to purchase this last Single Room Occupancy (SRO) hotel downtown. The majority of residents were very-low-income seniors, veterans, and formerly-homeless individuals. In 2001 the Victoria Hotel was purchased, and then renovated and restored to its original California Mission/Art Deco style. Improvements included, a new reception area, a community kitchen, dining area, new bathrooms and showers, and a laundry facility.
Before rehabilitation of the two-story building, including the commercial spaces on the ground level, many residents felt isolated from each other and the outside world. Now, they enjoy a better quality of life, in part due to conversations taking place during sponsor-provided meals. An onsite social worker is available for counseling, organizes job referrals, and coordinates health service for residents with physical and mental health challenges. Residents feel empowered again to go out into the community and life an active/engaged life style.
Victoria Street Bungalows I & II

Purchased in 1997, Victoria Street Bungalows consists of 10 one- and two-bedroom cottages, originally built in the 1930s and a separate 6 unit building consisting of transitional apartments, added in 2005. The units are in high demand due to their unique design and convenient location. The city continues to suffer from a housing affordability crisis reflected by high rents, overcrowding, and low vacancy rates. In 1998 the bungalows have undergone rehabilitation, including many upgrades tp the existing units, electrical systems, plumbing, flooring and much more.
SANTA MARIA
Los Adobes de Maria
Housing for Farmworkers
Completed in 1995, Los Adobes de Maria is a 65 affordable two-story townhome community rented exclusively to families earning a substantial portion of their income from agricultural employment. The townhouses range from two to five bedrooms to accommodate a wide range of family sizes. Los Adobes de Maria also features the Cesar Chavez Community Building and shares community space with Los Adobes de Maria II and III, where supportive housing and education programs can be accessed.
Los Adobes de Maria II
Housing for Farmworkers
Completed in 2004, Los Adobes de Maria II is the second phase of the Los Adobes de Maria trilogy, serving farm worker families. This phase added 52 townhomes to the community. The development has been hailed as a model solution to address the lack of affordable housing for farm workers and their families. Los Adobes de Maria II was hailed for its innovative concept by USDA Rural Development.
The townhomes feature two and three bedroom rentals, a community meeting space with kitchen, health screening and treatment facility, learning center, and a new soccer field and basketball court. These amenities are available and shared by all tenants of phase I, II and III.
Los Adobes de Maria III
Housing for Farmworkers
Completed in 2018, this third phase of the Los Adobes de Maria community is PSHH’s first Leadership in Energy and Environmental Design (LEED) Platinum project and features 34 units with environmentally friendly and energy-efficient systems. Housing is exclusively for families earning a substantial portion of their income from agricultural employment. Property services provided at LADM II site across the street, include site-based educational programming with after-school tutoring for grades K-8, support for those bound for college and workforce readiness programs for adults.
Sierra Madre Cottages
Housing for Seniors (62+)
Connected by walking paths, this more than two-acre development in Santa Maria was developed in collaboration with Bethel Lutheran Church and houses residents age 62 or older. It is conveniently located near services, shopping, public transportation, and recreation facilities. The property provides a community center, communal garden, and energy efficient features such as increased insulation and tankless water heaters. Additionally, residents are able to access onsite supportive services at no cost.
Valentine Court
Housing for Seniors (62+) & Individuals Living with Disabilities
Completed in 1990, these 35 garden style apartments located in Santa Maria provide residents with a comfortable and friendly atmosphere for limited income elderly residents. All apartments are equipped with an emergency call system. Valentine Court also features a commons building which includes the resident manager’s office, a laundry facility, a TV lounge, public restrooms, a recreational/meeting room, and a kitchen area. All units and common spaces were greatly enhanced during a major rehab and beautification effort in 2019.
Valentine Court II
Housing for Seniors (62+)
Completed in 1999, Valentine Court II in Santa Maria, is an 18-unit apartment complex, and the second phase of the Valentine Court development. Valentine Court II features open space areas, on-site laundry facilities, as well as recreational activities for residents.
All apartments at Valentine Court II offer the same amenities as the adjacent 35 unit Valentine Court. The two developments share onsite staff who coordinate social services programs and other recreational activities for the residents.
Valentine Court III
Housing for Individuals Living with Developmental Disabilities
Completed in 2003, Valentine Court III is a 9 unit affordable rental community for households living with disabilities. The one and two bedroom apartments are conveniently located near transportation, services and major shopping areas. The complex features a laundry facility and shares common space for community activities with the adjacent Valentine Court and Valentine Court II. On-site services such as preventative health care exams, social gatherings, movie nights and various seasonal holiday celebrations are available to all residents.
